Luskan
Overview
Luskan, widely known as the City of Sails, is a prominent and treacherous port city situated on the rugged and storm-swept Sword Coast. It stands as a dark contrast to the self-proclaimed civilized hubs of the North, acting as a haven for pirates, smugglers, and those who operate in the shadows of the law.
History and the Dragon Tribute
Approximately 300 years ago, as the foundational settlements of the Sword Coast—including Luskan, Neverwinter, Waterdeep, and Baldur’s Gate—were first beginning to emerge, a devastating alliance of Chromatic Dragons swept across the North, laying waste to much of the region.
In response to this catastrophic threat, the cities of Silverymoon, Waterdeep, Neverwinter, and Baldur’s Gate, along with other smaller settlements, united to form the Lord’s Alliance to drive the beasts back. This historic alliance succeeded in large part due to a legendary band of heroes:
- Elminster Aumar, “The Sage of Shadowdale”: Still alive, serving as a leader of the Harpers, and last seen in Waterdeep.
- Lady Tanager Alagondar of Neverwinter: Deceased. She was buried with her sword, the Dragon Slayer, in the Dragon Barrow where she famously slew the green dragon Virethas.
- Hrothgar Hillsfar: A Firbolg skald and cleric of Kuldahar who went into hiding under the human persona “Farwald” using a powerful combination of Modify Memory and True Polymorph cast by Elminster.
- Esfaloth Nightbreeze, “The Fey Touched”: An ancient elven druid and ranger, last of the Naila tribe of Silverwood, who also went by the name Reidoth.
- Gorion of Candlekeep: A Zhentarim scholar, later killed by Sarevok.
- Kiara Shadowbreaker, “Mistress of the Hunt”: A Harper of Keoland.
- Uther Vendrock, “The Silvered Star”: A Platinum Dragon, now deceased and buried on Stormwreck Isle.
To defeat the dragons, these heroes constructed five powerful Dragon Masks to influence their minds. While the Black, Red, and Blue dragons were convinced to fly away, the green dragon Virethas, “The Jade Queen”, proved too cunning to control and was slain in a desperate battle that also claimed Lady Alagondar. The remaining dragons were driven back across the world:
- Cryovain, “the Everfrost” (White Dragon): Fled north to the Throat of the World.
- Skaldreth, “the Red Rage” (Red Dragon).
- Barakis, “the Sandstorm” (Blue Dragon).
- Nocturne, “the Dread Prince” (Black Dragon).
Luskan chose a different path of survival. Rather than fighting alongside the Lord’s Alliance, Luskan capitulated to the draconic invaders, providing them with rich tribute to spare their city from destruction. This historical act of survival-at-all-costs cemented Luskan’s reputation as a self-serving rogue state.
In the modern era, the Cult of the Dragon seeks to locate the remaining dragons and retrieve the five Dragon Masks. Although the Cult’s attempt to fully reincarnate Virethas at the Dragon Barrow was disrupted—leaving her in a weakened adult state fused with the soul of Elira Stork—the threat of their schemes remains highly active.
Zhentarim Operations
Behind the public facade of trade and piracy, Luskan functions as a key northern nexus for the Zhentarim (the “Zhent”), an ancient and far-reaching guild of smugglers, spies, and thieves. The local Luskan operations are commanded by Alistair and Catherine Blackwell. Spymaster Lucian Nightshade of Neverwinter recently confirmed that the Blackwells have gone quiet, indicating they have likely turned their full concentration toward building their power base within Luskan.
This faction of the Black Network stands in direct opposition to moderate regional Zhentarim leaders such as Lucian Nightshade of Neverwinter (whose network utilizes a symbol of a dragon swallowing a moon), Jamra Gleamsilver of Waterdeep, and the late Halia Thorton of Phandalin.
Subverting the Arcane Brotherhood
The five captains of Luskan and the Arcane Brotherhood have been subverted. Their grip on the Arcane Brotherhood culminated in the usurpation of its original leaders.
Meanwhile, Talis is currently in jail.
Strategic Significance
Luskan’s aggressive posturing has officially culminated in an open declaration of war between Neverwinter and Luskan. Pirate captains operating under direct orders from Luskan have actively raided strategic northern shipping and trade routes, including an assault on a ruined lighthouse along the High Road. Recently, Luskan forces pushed further, successfully capturing Port Damali and Port Llast.
Compounding the hostility are heavy rumors officially blaming Luskan as the architect behind the Wailing Death plague, with the Neverwinter council holding unspecified “evidence.”
Luskan’s military atrocities also run deep in the region’s recent history. Five years ago, an undead army led by cloaked men and wizards wearing Luskan uniforms marched through the northern wastes, completely destroying the Uthgardt tribe of the ranger Eole. Active remnants of this military expansion, including wights and a wight commander under Luskan direction, have been encountered nearby, directing caravans of plundered goods south toward the City of Sails.
